Rules generally do not permit basements in buildings to have habitation, but allow storage, parking, and utilities like electric equipment and generators.

Habitation includes offices and residents, with shops sanctioned in malls or mixed-use buildings. Classrooms or study centres may be considered habitation, but building bylaws in Delhi consider basements as storage areas. As India urbanizes and land and building values become increasingly expensive, buildings may be used for other purposes, including as income generators in mixed-use buildings.

The Delhi Master Plan 2021 mandates that basements in coaching centres must be cleared by authorities and other statutory bodies. However, it is unclear if the IAS coaching centre had the necessary permissions and if any changes were reported to authorities. Users in India prefer not to notify authorities, as it can lead to bribe demands.

In 2015, basement flooding in Chennai damaged electric equipment, disrupted businesses, and caused deaths in a hospital. To make buildings flood-resilient, concrete, non-porous compound walls, flood-barrier gates, and non-return valves on plumbing lines can help ensure water doesn’t enter the building up to one metre to 1.5 m level on the road. This would help prevent water damage and ensure the safety of the community.
