Second Soren. New Challenges. The Hindu Editorial Explanation 30th November 2024.

Hemant Soren has returned as the Chief Minister of Jharkhand after his party, the Jharkhand Mukti Morcha (JMM), won a significant victory in the recent state elections. However, despite the win, his new government is facing a number of challenges as it begins its work.

One of Soren’s top priorities is to fulfill promises he made during the election. The first of these promises is to increase the amount of financial support given to women under the Jharkhand Mukhyamantri Maiya Samman Yojana, raising it to ₹2,500 per month.

He also aims to create more job opportunities, particularly by speeding up recruitment through the Jharkhand Public Service Commission (JPSC) and the Jharkhand Staff Selection Commission (JSSC). While these goals are important, they face the challenge of limited resources and the need to balance other priorities.

Another key promise involves the domicile policy, which would define who is considered a resident of Jharkhand, based on records from 1932. This issue has become contentious, with the BJP accusing the state government of potentially altering the tribal identity of the region.

To implement this policy, Soren’s government needs approval from the central government, which has been reluctant to make changes. This standoff with the BJP-controlled central government complicates efforts to move forward with this plan.

Soren’s administration also promised to increase reservations for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) in state government jobs.

In addition, Soren is pushing for the creation of the Sarna Dharam Code, a law that would recognize tribal religion officially. While Soren’s previous government made progress on these issues, the central government has been accused of stalling the implementation, leaving Soren with the difficult task of navigating this political impasse.

Soren has also committed to several economic promises, such as making LPG cylinders more affordable at ₹450 each and increasing the price of rice to ₹3,200 per quintal to help farmers.

Additionally, he intends to increase the amount of free food grains provided to families in need. While these measures would greatly benefit the people of Jharkhand, they require careful planning and cooperation with the central government.

However, Soren’s government faces significant opposition from the BJP, which is actively working against many of his policies. The BJP has strong influence at the national level, and its opposition could create major obstacles for Soren’s administration.

He also leads a coalition government with weaker allies, such as the Congress and Rashtriya Janata Dal (RJD), which could create instability and make it harder to push through his agenda.

Adding to the pressure, Soren has become the target of investigations by central agencies, which he believes are politically motivated and aimed at undermining his leadership. These investigations, combined with the ongoing political battle with the BJP, make his task of governing even more challenging.

In conclusion, while Hemant Soren has ambitious plans for his second term as Chief Minister, the road ahead is filled with obstacles. He will need to navigate a complex political landscape, work with the central government on key issues, and fulfill his promises to the people of Jharkhand.

Success will depend on his ability to maintain political stability, deal with opposition, and make progress on critical issues affecting the state.
