Background Information

The Manipur conflict in 2023 signifies a series of turbulent clashes and unrest in the northeastern Indian state of Manipur. It involves primarily ethnic violence between the Meitei and Kuki communities. The conflict is rooted in a long history of tensions around land, identity, and political representation, and has resulted in significant loss of life and property. The rally organised by the All Tribal Students’ Union of Manipur (ATSUM) in May 2023 led to widespread violence, displacement of thousands of people, and numerous casualties, escalating into ethnic clashes. The Indian government has responded by deploying additional security forces to the region to restore order.

ARTICLE EXPLANATION

Over a year since an ethnic conflict in Manipur, resulting in 221 deaths and 50,000 displacements, the conflict has spread to peaceful districts like Jiribam and has led to rising extortion and abductions. The Union government has attempted to maintain peace by imposing provisions of Article 355 but has not officially announced them. Prime Minister Narendra Modi has been minimally involved in seeking a peaceful resolution. The state of affairs has not resolved the conflict, and the Opposition Congress party won the general election, despite intimidation tactics. The people of Manipur are calling for change, including a change in leadership, disarming antisocial militias, and empowering civil society actors to work towards reconciliation. Reconciliation between hostile ethnic groups can only happen with a decisive change in the current state of affairs in Manipur.
